when you download a ebook do you need adobe reader and how long does it take to recieve it after you buy it

Yes, you need adobe reader for ebooks. The regular version is free and downloadable at http://www.Adobe.com. Generally, ebook buying is server automated and should come to you within the hour (usually almost instantly) your payment clears. Be warned, if the email you sent them can’t handle attachments bigger than a certain size (for hotmail i think it’s 5mb) than you may not be able to recieve your ebook (if it’s bigger than that).
